@OrigialSchmick, that is is the dumbest thing I have ever heard. Why would you try to force small market teams to only recruit in their small market? Makes no sense unless you are simply a California team fan, and want to force kids to play for you in your state.
Out of state players scholarships should count at the same ratio as out of state students tuition. If a California or Texas resident student pays 4 times what an Oregon resident student pays to go to Oregon, then that should count as 4 of the scholarships against their allotted 85
