Thanks. But honestly, isn't it better to let them pass and simply give them a friendly wave instead? They're sounding the horn to try and get a reaction from you, why would you allow yourself to give them what they want? Chances are you'll pass them again in traffic soon after, which tends to provide some satisfaction! ;)

Why the funny road lines in the beginning? Drunken city workers?

Those lines are called 'zig-zags' and indicate a pedestrian crossing. Parking is prohibited on them, as is overtaking if a vehicle has stopped to allow a pedestrian to cross. Also, pedestrians are not supposed to cross the road on those markings.

Ah, you see, it's not a 2 lane road, just a very wide single lane with a dashed line running down the middle of it...
