well, whatever youtuber who doesnt like it, can just a mute it and play his own shit. Even if it doesnt have noise he play his own shit. But yes you can remove it, just on windows movie maker, when u make it, the audio timeline is a seperate file than the clip timeline. So, what? After u make the video just save it on ur computer and dont delete, so if it doesnt work out with a track, then just edit the movie file by deleting the music, and re-upload to youtube without it.
