Well he used chroma key

Putting a small bit of green or blue fabric/paint on the bar, he shot his mouth talking, then 'replaced' the fabric/bar with his mouth talking.

It's called "green screen" or "Chroma key"

with my other videos I use Final Cut Exrpess which is a Mac program, however with this video as part of the assignment criteria I was forced to use Adobe Premiere 6.0 which is a PC program, which was annoying cause the blue screen tool in that program sucks compared to final cut.

And yes you can obtain and use it in the USA
