Chibi Chibi (Sailor Chibi Chibi Moon) is actually really Usagi (Sailor Moon). In alternate reality, Sailor Moon loses the battle with Chaos and lost everyone she loved. She then ran away from Chaos and disguised herself as Chibi Chibi and went back in time to help "our" Usagi make the right choices so she could defeat Chaos. She then realized our Usagi was doing more for her than she was and then revealed herself as Sailor Cosmos

People believe shes Chibi-usa's daughter or Queen Serenity. Or she is possibly Sailor Cosmos.

@pop129789 In the manga Chibi-chibi's true form is Sailor Cosmos. However, they asked if Sailor Cosmos was another future form of Sailor Moon, but they never explained it...

Also, the Queen can only have 1 daughter (at least in the anime - but there's no evidence against this).

cause when Usagi ask Chibi Chibi "who are you?" and her reply was

"I am I"

and Usagi repeat which mean that she is her (hopefully you understand where I'm going with this).

Also Sailor Cosmos mention that she came to the past in hopes to change the future.

As well to comfort her past self.

yeahhhhhhh but not in the english version.

you see the english producers were like oh noooooo lesbians we can't have that in a kids tv show and they couldn't keep up the *they're cousins* charade so they just cancelled thta last season and finished at episode 167 or 168 (can't remember). and so the last season (sailor stars) is only subbed, and in japanese.
