Rorschach was directly based on Question. DC bought the comic company that wrote the Question and they were going to use him in the watchmen.

If you know the watchmen, then you know why DC didn't want their new purchase in there. So they made knock offs.

The Question is so damn badass.

If this doesn't prove it, his lines when getting tortured will. "The tips of shoelaces are called Aglets. Their true purpose is sinister."
