In The Chase (at least I think it was that), a Dalek could be on the bottom floor of the Dalek ship and the next minute somehow bee on the bridge or the next floor up. To cover up these plot holes people just like to think they could hover but it went unnoticed.

As you say, Davros is actually seen hovering in Revelation. The Hoverbouts only featured in the comics. The hover pad in Planet of the Daleks was used for the Doctor to escape the locked room with the Dalek coming up after them.
