The Savannah River Site was built to extract and refine plutonium and uranium for atomic weapons. It has since been shut down as a production site (for obvious reasons) and has currently in operation for cleanup and containment of the radioactive waste generated there. (I know this because I am from the area and my father worked there for a while.)

@MrKennethlien The same kind of towers in nuclear plants, they use it to cool down water from cooling circuit before releasing it for two reasons :

1 - You don't have clouds of vapor at ground level ( visibility and moisture problems )

2 - You can release the water in the nature without burning everything like trees, plants, animals or a whole river ( and ofc other humans ).

That makes sense, it is currently not being used, even though we, the taxpayer spent 90 million building it, so lets destroy it rather than spend what is very likely a minute amount of money to maintain it compared to what it would cost to rebuild it. Then years from now, when there is a need for the capability, the government will rebuild it for 300 million or more.
