I remember watching on the history channel about the Aswan dam that if Egypt built another canal on the Nile river & diverted some of the water to some agricultural region, Egypt would be able to irrigate & grow all the food the country will need & even export to her neighbors.

This simple observation provides a conclusion that "bread shortage" is not necessarily linked to poverty. This problem is largely existent due to the government's policy of controlling bread price to be well below the international level of pricing. This in turn will trigger private bakers to steal government's flour at any price rather than buying it with much higher price.
