Any parrot related bird can learn to talk, it can just take longer sometimes. There are even documented cases of finches learn to talk. They have the ability, some people just don't have the patience.

@ThePinc If your cockatiel has the standard colouring one of the easiest ways to tell is how vibrant the yellow on the head & orange cheeks are . If they 're really bright , it 's most likely a male due to the contrast between the orange & the light coloured head . But if it 's less vibrant & doesn 't stand out so much against a dark coloured head , it 's most likely a female . This isn 't always a foolproof way to tell though , not a %100 guarantee .

My sister's African Grey mimics the phone ringing, took me a day to figure out it was the bird, he would continue making the sound until I found the phone then he would become all quiet and wait until I walk away. Then he would do it again. My sister didn't say anything waiting to see how long it took me to figure it out.
