Fraps does not lock your fps to 30 at all.

I know this because I can record on fraps (on my friend's laptop, alienware m17x) and get 500 fps in Counter-strike source...

in default when u install fraps, the fps is locked at 30. you can set it to another fps limit when recording afterwards

You have to remember, recording slows you down.

He probably gets 100+ when he isn't recording.

I get 45 in small maps usually, without a lot of detail... like texture2.

And on WoW, he had a clean 40 fps at least.

And he could have Vertical Sync enabled -- Which is horrible -- Which might light his framerates at 30.

its better to have sync off, keeps frame rate at 60fps if your pc can hold 60fps on the game,it keeps your computer from heating up becuase its getting used alot more,saves power too

Not true actually.  V-sync will reduce tearing, but isn't as simple as just limiting your frames to e.g. 60fps. Often it will severely compromise your fps, sometimes even cutting it in half (30+). My advice is just to out up with some tearing and leave V-sync off all the time.
