In theory, the voltage should be proportional to the RPMs. It may be a little lower at the high speed end due to various losses.
At the low end, the ripple may make your meter inaccurate I have one like the you you showed. They are low cost but also cheap.
I have designed the charging controller for a home made system. A trick I came up with (you are free to use it) is to place a really heavy electrical load on the generator when no charging is needed
Depending on your rotor design slowing it nearly to a stop is a strong wind greatly reduces the forces on it because the blades stall (Like an airplane wing) when the rotor is not allowed to turn.
I allowed it to turn just enough to make the power to run the circuit that held it nearly stopped.
When charging a battery, the battery will limit the speed and keep the forces within reason.
Unfortunately the power of wind goes as the cube of speed so you have to design for a wide range.

Free Energy is real but the coverup is strong, if you are interested in a REAL free energy machine then
