it absolutely does. everything in the universe is related. evolution means change so we can speak about cosmic evolution. however, i do get your point that biological evolution doesnt deal with such subjects. it would be interesting however, to do something that is already being done to a certain extent. to trace analogies between the evolution of non living stuff (its change throughtout time) and the evolution of life.
