Well neither of them are actually properly evil, I'd say a traitor like Arthas or an all time villain like bowser would be more suitable as the most evil ones. At the fear of spoiling things: Vader was good first but was lured to darkness by the emperor and finally turned back and saved the day, that is not wholly evil to me. And Kerrigan was a really sweet lass who was betrayed (she didn't betray anyone) by Mensk and taken over by the Zerg swarm, more pissed at Mensk than evil.
