this is Iqamah, not call to prayer.. you can call it a mini call to prayer. it's recited after the main call to prayer with lower tone and shorter range, just when the congregation is ready to begin the payer (salat)..

I lived in mecca. it was awful- the ppl, the housing, the rat problems, prostitution, child abductions, garbage, pollution, lack of security. It was the Haram that I felt the only sense of peace and calmness. Until some pervert with ihram would pinch my butt. Then it was just utter revulsion. Let's pray that the people living in Mecca improve and bcm more God fearing.
