It's a GP38RS...CSX derated a bunch of GP40-2s and labled them GP38s... I think all of the exRF&P GP40-2s are now, and also a bunch of the 6000 and 6100s are. -Jeffrey

What can I say other than I'm good with numbers/dates lol. Or maybe it's just being a dumb railbuff! When I started working for the railroad I noticed nary an engineer actually knows what he's running, so long as it runs!
This locomotive actually uses neither of those methods to start. Starting with the main generator is done on older locomotives with DC generators.
This unit (as with many other alternator-equipped EMD units) uses separate starter motors, like on a car, and the whining noise at the beginning is from motor gears and starter ring.
thing sounds sorta like a abrams tank when he revs her up!

thats a gp40-2 gp38's have the 645E not e3 the E3 is turbocharger vs the 645E N/A

They use ther alternator in reverse operation (used as a motor) to turn it over, Either that, or they use an Airstarter.

That's most likely the engineer revving the engine using the layshaft lever.
