Is this movie inspired by "Doraemon: Nobita's Dinosaur"? cuz the plot is definitely similar, and the water horse looks exactly the same as "Pisuke", Nobita's dinosaur.

I'm gonna research on it and watch it later.

Ok, I have to tackle this. This movie is full of lies. The Waterhorses were sent to this planet through a portal. They will morph a form that is cute and harmless, or looks good to eat, or even one that's sexually attractive. It doesn't matter, it's all geared toward getting in physical contact with a nonresisting victim. Once they do this they will begin digesting tissues AND THEY WILL GROW EXTREMELY RAPIDLY. They are nearly mindless but they are able to use telepathy to keep the victim

from fighting back and even to aid the Waterhorse in infecting others. For Humans they take the form of some kind of cute Seal thing, but they are also able to turn into sludge to rapidly consume flesh and produce new offspring. They live only to spread and consume all other life. The outbreak from the original portal in Venezuela was only contained when a vast stretch of Venezuela, Colombia, and Brazil was hit with high-tech bombs totalling 3.8 Omatons (3,800,000,000 Megatons).

Before this happened, people who thought they were studying the Waterhorses, but who had actually succumbed to their telepathic control, had brought them to facilities in N America, Europe, and Russia. This led to repeated outbreaks which were also heavily bombed. There was another major outbreak and bombing in Russia, and three more on the ocean floor. The immediate crisis was not ended for several months, and the Waterhorses were never fully eradicated.

There was another major crisis in 2004 when the Waterhorse population had grown in the deep ocean and they began to threaten coastal areas.  Several major cities were infected and then bombed. Part of San Francisco was bombed while the rest of the city remained fucking unaware. When I lived in Monterey, CA they attacked 6 times. Eventually the authorites stopped dicking around and erected a 3-layer force-field barrier along the entire coastline.

This movie was based on a propaganda film which encouraged people to spread the Waterhorses and told them how to do it. This included sitting compliantly as the Waterhorse eats your flesh, allowing the sludge to eat small amounts of your flesh and then sending offspring into the water supply, convincing others to touch Waterhorses, feeding livestock to them, transporting them to sources of food, and feeding yourselves en masse once the Waterhorses have gained complete control.
