I think the video is trying to show how most people look at the underprivileged in our society. In the video it seems like all the animals are homeless or hurt, etc. So I would think that its showing these people as animals because thats how a lot of people look at them, government included.

Watch the "behind the scenes" for this video if you don't understand it, they explain it very plainly. The elephant represents the Republican party, the polar bear represents.... a polar bear.

The elephant is shoving the bear and being a jerk in the mosh pit, and the bear gets the idea and leaves. Then when he's riding the bus, he sees the elephant limping on the side of the road and he forgives him and stops the bus for him.
