I think it was mostly a hint for the upcoming puzzle; the point was that you had to shoot the cannon at Robot Bil's head.

Then again, maybe Willie was just having a laugh. He's a few pancakes short of a shortstack anyway.

@AnaesthesiaStroganov Most likely the laugh, in the room where you find the vertical cannon code, when the lights are on, just hold the lever down and you'll see a nice little animation of him getting shot in the head, it's even perfectly accurate at the shape.
