It's a nutria. We had them at the pond near my house and they do look like big rats! luckily animal control moved them to a diff lake about an hour away. Now we have beavers, plus the coyotes we had, bobcats, and the six foot snake that roams around!!!
It doesn't look like a rat, the hind legs are different in size and shape, the mid section of the stomach is also much different from rats, it's definitely another type of rodent.

the explanation could be its an escaped african species of rat (giant pouched rat)
they really are big, up to 3 feet with tail.
they are kept as exotic pets and are relatively docile.
they are trained to detect mines, as they are smart, and lighter than dogs so less likely to go bang
