seeming as how if you pause the video at :40 seconds. theres a ladder under one of the hoops, therefor, the people who own the gym, are probablly lowering the hoops. maybe for a kids game. or to clean. but im guessing 9 foot.

You can raise and lower hoops with those supports. I ran a basketball clinic at an elementary school gymnasium recently and they had the same supports. We dropped the hoops to 8 feet for the 1rst - 4th graders. The dude's fakin but he is wearin a nice jersey.
