By the arc (or lack thereof) and the worker's ability to crawl out of the hole under his own power, this is FAR from high voltage. Maybe medium voltage, at best. If this is the UK (looks like it), work crews are supposed to ensure (by use of a 'CAT' scanner) and by drawings and knowledge if there are any buried services, they also have the option to call the utilities to check.
It looks like in this case that the contractor will have to pay for repairs and any compensation to the shop.
In the States they have 'digsafe', it's a free service who come out, identify and mark all (known) services, if you hit an unmarked service, there's no cost to contractor
...are not the utilities required to paint indications and plant markers on the ground indicating buried power-cables, pipes and fibre-optics before any excavating is done?
i do this same job for a living, this bloke aint dumb, who ever posted this video an gave it thatt title is fuckin dumb, the guy is very lucky not to be seriously burnt. it dont take a lot for some cables to go like that, i had an 11kv go in the hole under me at the slightest touch with a graft.

He isn't dumb, he's doing his job. The Supervisor is the fcking dumbass for not contacting the electrical company to check for buried lines. Also the guy behind his who i'm assuming is his Safety observer isn't even watching him to make sure shit like that didn't happen.
They definitely look like union workers with 1 guy working and 2 guys watching!
