This is probably the game's way of adding more cars into the game but due to the limits, it had to share the same files, gxt and txd of the taxi. This car is a GTAVC Premier.

You could also get it by jumping off Hyman Condos (the downtown building with the 3 garages) repeatedly. Eventually you'll find a taxi without the sign off.

@doirBravo I actually spotted one outside the Hyman Condos a couple of nights ago. Maybe it's not so rare after all.

@deathjoker666 I've heard that if you fill all your garages up with taxis at sunshine autos, it will make it more likely for one to appear. I've tried this though and have never been able to get it to work.

This lightless taxi was one that I just spotted on the street a long time ago, in fact it's the only one I've ever spotted in the game, and I've been playing the game on and off since 2002.
