Giygas is only kept in another dimension to be kept away from Chuck Norris. Giygas encountered Chuck Norris at one point between Mother 1 and Mother 2, and Chuck turned him into what he is now. Scientists theorize that if this were to happen again Giygas would become so unstable that it would instantly destroy the universe. That is the whole point of EB, to destroy Giygas before Chuck Norris can get to him.
