No it's not, in this case at least. I used to watch these a hundred times when I was a kid and I remember them clearly. The video starts in sync for the first few seconds then around 0:15 it begins to lag behind because of the uploading process or possibly the re-rendering of the video to its web format. The effect you're talking about is the detachment of the sounds from the video atmosphere so that it sounds like it's coming clearer out of a studio: that's called ADR, which is common in films.
