A mixture, you can control the general area in which your bullet goes(sometimes,if you have steady aim) Some people are really good at it, it just takes TONS of practice. (Did nothing but noscope lobbies for shits and giggles for a few days and got a lot better at it) Its mostly luck, but some skill can be involved

There is no skill in it whatsoever, the bullet can go absolutely anywhere, the player has no control of it, I would do just as well no-scoping as someone who had never picked up the game would.
