I have this same bike, and have had it up to 70-75 mph as well, I bought mine after it sat in a dirt floor shed for 10 years, I cleaned the carb, replaced the airfilter, put in a new battery and it has run well for the last 3 years, gotta love those old Hondas.
The previous owner put the sissy bar on. I don't know where it came from or even if it's for a CM250. As for the sound, I thought they all sounded like this. What does your sound like?

@TheMavking Parts from the Modern Nighthawk 250 will fit the CM250C. They are the same bike. The only difference is the tank, seat and body panels.

I have a 1982 Honda CM250 Custom and mine sounds just like that except it's not as loud. I think the baffles must be removed from yours.

Yea that's true. I have unexpectedly locked the back wheel up a bunch on the CM. Plus, there's no brake fluid to go bad or brake lines to rupture.
