If Joker was executed after his first crime, there wouldn't be any rich Batman stories like The Killing Joke or A Death In The Family. @Thisdamnstory it's because when people are in the electric chair they wet their head with a sponge(or put it on their head, can't remember), as to not fry their skin and to kill them more quickly. The joke was that the two of them both wanted the joker to suffer even more so
