I can only image it working as follows, but i'm no expert (luckily ;P).
- They create a domain to get thousands of email accounts.
- Use automated registration with random strings as the user name (CAPTCHAs can be handled quite impressively by bots already)
- Vote timed, with respect to the penalty.

Pretty awful, but it gets to show something about the character of both sides involved. You gotta sink pretty low to use these kinda shit tactics.
