OK, here goes.. I agree with Sagat (S), Zangief (A), everybody knows Ryu is (A), Ken (B). However, I disagree with Fei Long (A), Sakura (B), both are of lower tier! Cammy is more (C) than (D)! Dhalsim is a top tier character. Seth & Akuma, yes they both take heavy damage but there is a reason for that! Anyways, Seth should be (A) as should Akuma, if not, then (B+)

problem is its so easy to block if you dont combo into it with crmk or take them by suprise with hop ultra and leaves blanka very open against nearly all charas if whiffed blocked. still its a tasy ultra and has got me out of plenty of shitty situations, should be used carefully. still it has good chip damage and con confuse people not expecting it though most people online now know how to block it.
