It's amusing because they avoided the word penis all the way through by using euphemisms, and then after talking about the various ways of telling how big someone's penis is (e.g. by nose size), Hugh says that apparently it's the distance from the base of the penis to the tip. It was funny for many other reasons, but I don't have enough room to explain here.
