Are your measurement results really accurate and reproducable? IMO the shown surface preparation is full of blemish!
1.) First use degreaser, then polish. Otherwise you grind the grease into the material.
2.) The cleaning isn't done clearly: Dont' move back and forth the cleaning pad.
3.) First mix the adhesion (and wait about an hour), then start to prepare the surface. Otherwise the surface is contarminated by dust and oxide.
