It is almost impossible to convict adultery, especially when you need 4 witnesses. But when it happens the punishment is 100 lashes. For comparison, the punishment for adultery in the bible is death (Deuteronomy 22:22, Leviticus 20:10, Leviticus 21:9, Deuteronomy 25:11-12 etc.). In Rhode Island, the punishment is a life sentence.
Do Muslims do otherwise? Yes. But you are talking about Islam, not the culture of Muslim countries.

For your knowledge, however - in the US, the AVERAGE age at which women lose their virginity is 16 yrs. 12-14 yrs is very common.
According to the Quran, women that are raped are NOT killed, but released and compensated. The RAPER is put to death. You are obviously confusing adultery with rape. If a women commits adultery, then 4 witnesses are needed to prove it.
