Regarding warranty - that's a different issue. Basically, there are a couple kinds. First, the contractor will have a "warranty" against defects in materials and construction and those vary from 1 year to several years. The engineer doesn't have a "warranty" per se, BUT the wall is designed for a life of 50-75 years! The engineer must "meet the standard of care" meaning that other engineers in the same area would have designed it the same way. (There's no time limit on that.)
The pier wall (hidden by the blocks) is called a soldier pile wall. It is made of vertical steel beams with horizontal wooden beams between the vertical steel beams. The steel beams are slightly rusted (but very thick) and the wood beams are pressure treated, so they are slightly "greenish-gray" looking.
