This actually IS Miserlou, the song made famous by Dick Dale. It's just not the same version he did. If you listen carefully, the melody starts at 0:14 in the lower strings. It's pretty clear at 0:26... you can hear the 2nd half of the "A" section. And at 0:39 you can hear the "B" section. Nice playing!
actually, the transcriptions may vary, especially considering that this song travelled through lots of different traditions ; miserlou is not an uncommon transliteration in the klezmer tradition, but as you point out misirlou as well as misirli are also both used.
sorry no tabs (that's tablature in french), but it is based on the klezmer Magen Avot scale with sometimes an augmented seventh note which makes it sounds more arabic ; to make it simpler : most of the song consists in playing the C minor scale over a G major chord.

It is "Misirlou", not miserlou (Greek: Μισιρλού, "Egyptian Girl"; from Turkish Mısırlı, "Egyptian")
