It's usually 2 engines, the third engine probably just needed to get to Chicago. Two P42s have a combined 8,500 HP which is more than enough to get the Cap's 9 cars over Sand Patch.

I saw that train when leaving Union Station, I would hang around more, but I didnt want amtrak police to harass me

Yeah, Union Station would be a really nice spot to railfan if it weren't for all the security, but I guess they have to have it, since it's D.C. and all.
