You can follow through a rack on a break. That is true. On the break however (or any shot where the object ball is frozen to rows of backing balls), the cue ball will rebound back before following. The forward motion is stopped, and energy is transferred in the way I explained above for the break. The forward spin is retained as the cue rebounds back, and the drag on the cloth from the spin causes the ball to jet forward. The cue ball ALWAYS stops before spin takes effect on a straight shot.
The cue ball did not come back to the rail because of draw (screwback). On the break, the spot ball is backed by the rest of the rack. When the balls make impact, the cue ball's energy is transferred to the spot ball, which can't throw its energy through the rack, so it instead releases it by the path of least resistance... in this case that means back at the cue ball, sending the cue ball straight back at you because you stroked straight and hit the spot ball square.
