The Copenhagen Consensus argued that it is SO unlikely that we can fix it for any reasonable amt of money, that wed see far greater gains to provide clear water for everyone on the planet, and do it for about 1/10 of the cost. Kyoto certainly WONT fix anything, esp. when India and China are not under the same compulsions. Any company that wants to get out of the cap and trade regs would simply move to one of those countries.
