The way was paved for the collapse when Cliton (no, I didn't misspell it, I meant Cliton) signed into law a bill that said banks had to approve loans to people who clearly couldn't handle the payments.

For all you Obama haters, this is not an Obama (or Democratic) policy. It is a bi-party policy based on PRAGMATIC ways to prevent the utter and total collapse of the economy. Yeah, unemployment is near 10%, but had we not "bailed out" the banks and AIG, things would be MUCH MUCH worse by now. We learned our lesson (quick action) from the Great Depression. Hoover got a bad name for failing to act in time (or enough) apparently he was of the mind to do something, but couldn't due to politics.
