So the padding has nothing to do with it. NFL players are way bigger. Average NFL player height: 6'4 rugby: abot 6'0 – 6'2 average weight, NFL: 245 – 255 lbs rugby: about around 230 – 235. Not only that but nfl players are by far stronger.
