It isn't really true that plants grow roots just to locate water and food. Roots also provide stability, provide water pathways, bacteria contact points, and plants just are in the habit of growing roots. I planted some broccoli seeds in 4 inch paper pots with "perfect soil" and plenty of water. When we transplanted today, the plant had like two to four itty bitty leaves, but the roots were six inches out the bottom! Plants DO get root bound in too small of a container, even if well watered.
You would simply put another box on top, thus creating the 12 inches. However there are great varieties of carrots that do not grow super long, such as "Thumbelina" A wonderful little carrot so full of flavor! They also mature quickly so you can plant a succession of them for a constant harvest.

By the way, since you advocate 1x6 lumber, we are really talking about 5 1/2 inches of soil - IF you fill it all of the way to the top.

You can if you use newspaper instead of week cloth, but a 6 inch carrot is fine too if you have dozens of them.
