Maybe they came up with Splash Woman because Capcom, having been an exclusive North American licensee for Disney-themed games on the NES in its glory days ("DuckTales," "Chip 'n Dale's Rescue Rangers," etc.) they probably based her off of "The Little Mermaid" in the same sense as Disney having based the titular character's likeness off of Alyssa Milano.

I think Splash Woman isn't in that last cut scene b/c you defeated her last. I just got to that scene with Concrete Man as the last boss beaten and where he is in your scene, Splash Woman is there, I think whoever you beat last doesn't appear in that scene, still, sad to see their faces. Why you got a thumbs down is beyond me. He's got it right, the last boss you defeat does NOT show up in that cutscene (I won't spoil it). So, depending on who you beat last, the scene will be slightly different. Don't give the guy a thumbs down just because you didn't know this.
