The Japanese pronounce it differently is all. Remember, buffet sounds like "buffeh" but spelled with a "t". The same in a lot of the Japanese words, this one in particularly.

Because they're pronouncing it in a way you're not familiar with. It's a Japanese term and if you knew a thing or two about said language, you'd know that "Tatsumaki Senpuu Kyaku" isn't said slowly. On top of that, the "u" in both "Tatsu" and "Kyaku" and the "i" in "maki" are silent.
You're right. I don't read annotations, because by default, the setting for them is off for me. And if you already know why Ryu and Ken say the attack's name "differently", why do you still have the question in your description? If people kept telling me the same thing over and over again, I'd just lock the comment feature, altogether. :\
btw, the reason why the U, and some other vowels, are not pronounced is because they [the vowels] are quiet with certain consonants. For example. Put your finger on your throat. and say DE SU. Notice how your throat vibrates with DE but not with SU. Therefore, the word Desu is pronounced Des or Desu but the U is faintly like a whisper. This sort of pronunciation is usually within the Tokyo Prefecture. The more rural areas in Japan are more traditional.
That's only the name of the move. Ryu doesn't same to say it. If I count the syllabus, the name does not match even with silent U's. Desu=Des for example.

it took me a while to relate Tatsumaki senpuu kyaku to what hes saying until i realised that the double uu in senpuu actually means you say the u twice so its kind of like senpuwu (btu without the w sound)
also the u's are pronounced at the end of everything but they are said quite quickly and not pronounced significantly enough to be noticed so they sound a lot liek they are not said at all

btw, the reason why the U, and some other vowels, are not pronounced is because they [the vowels] are quiet with certain consonants. For example. Put your finger on your throat. and say DE SU. Notice how your throat vibrates with DE but not with SU. Therefore, the word Desu is pronounced Des or Desu but the U is faintly like a whisper. This sort of pronunciation is usually within the Tokyo Prefecture. The more rural areas in Japan are more traditional.

That's only the name of the move. Ryu doesn't same to say it. If I count the syllabus, the name does not match even with silent U's. Desu=Des for example.

No it sounds just like how its spelled. its just japanese dont say every word how its spelled. ex tatsumaki would be pronounced (tatsmach) instead of (tatsumaki)

i loved this because i was trying to explain to my BF what i hear when that move is executed and i couldnt describe it and then i found this video and i completely agree with therealhardrock lol then BF told me what its supposed to be and we're still arguing about it, and then i saw whippy0m0's comment which says "its pronounced 'tatsmaksenpookyak'" and now i feel better thanks guys :)

it took me a while to relate Tatsumaki senpuu kyaku to what hes saying until i realised that the double uu in senpuu actually means you say the u twice so its kind of like senpuwu (btu without the w sound)
also the u's are pronounced at the end of everything but they are said quite quickly and not pronounced significantly enough to be noticed so they sound a lot liek they are not said at all
