I got Fatal Eclipse 2 without the leader having Psionics. To be specific I got it with David. Just so you can create new theories on the requirements :)

@pornograf1 after you beat him for the last time a new guild will apear(might be wrong) and hes there but you need to do a quest for him first in the bar place

PC version seems so much easier than 360 with 25 leaders, turning arts off, turbo mode etc. oh no demigod has 200k hp more that must make it so much harder lol xD im not ranting. just disappointed my computer cant play last remnant so i use 360, gonna get irina to learn FE <3 ty for tut.

No. The game's confusing battle engine detemines whether or not you're in a situation that you can toss Fatal Eclipes. So you may see the otpion for fatal eclipse in next ten battle every time, or not anytime soon.

@SplitPlaythru Hey after one character learns it, can another character learn it as well if you follow the same procedure?. I mean let's say jager learns it like shown, is it possible that you can just make someone else the leader to learn it as long as all the conditions are still met? (the union is the same just in a different order?)

You can get it much earlier. However, I got it at BR120, primarily because I didn't know of the process in making them appear.
