@bennyv04988, the cameras dont always catch how fast the rims spin. this is what it looks like when the frame per second rate on the camera just catches part of the movement due to it being fast. trust me, they are spinning.

@FoxBodyMike87 a system that allows you to lock the front brakes. It's used in drag racing so you can spin the rear tires to heat em up before launch.

@supermanXindisguise im not sure on the price but im sure you can find them online for pretty cheap, how i have seen it is you press the break down and hit a switch/button and the holds the pressure in the front calipers, so installation is pretty easy if you have a little time
