An electron far from the centre of an atom has a higher potential for energy than an electron close to the nucleus. They can also change their energy levels by emitting or absorbing photons. This being said how would it be possible to use the energy in such an unstable state?

I agree that this is highly improbable, water run cars, however MIT is curently repeating one such experiment where the device appears to have overunity. Texas Tech has some publications on it as well.

I have copies of a patent from Stan Meyers device, and even the tests done on it at various Universities are having difficulties finding why they get more out than in. I'm still on the side of bad measureing, but not for long.

I met a physicist her in philly in 1998 who modified an old Chevy to run on WATER.

He said it was not that difficult. A few systems are out there, like Carl Cell'a system, featured in NEXUS magazine, which I have reprinted, also JOE CELL (Hydrogen on Demand) is another real-world working system and solution, as well as Brown's GAS (HHO) generators. It would be very difficult to utilize this energy due to the lack of distributional density. Most, if not all, energy sources display some form of potential from one state to another, and the total uniformity of Lamb shift density would make this prohibitive.

LiPo operates at 65% efficiency at best, and the rest of your examples have yet to generate operational energies. When there are OPERATIONAL generators of "free" energy I will believe the hoopla, but not without facts in evidence. You have yet to quote a single generation system that is in use. A solid proof of this energy - a Black Hole does not have fuel to burn like a star, yet it's energy excess is million times greater than that of an ordinary star. if we can convert Earth's gravity direct into electricity, we'll have energy forever.
