I had found that if you aimed really carefully and shot some of the small fish you could get them to drop ammo or whatnot... little did I know after hitting the 4th or 5th one really close to the dock that Big Fish guy would out of nowhere, gobble me up. Talk about being startled... So shaky that I had to take a 10 minute break before I could continue, haha.
