How about they were a government funded artistic project for making publicity for something called "Paulusfeesten"? "Paulusfeesten" is a kind of free street festival. There are various musical performances, and in between, there's street animation. Like birdy dinos.

Also, they weren't robots, but people on stilts. And yeah, very kewl to see.

look at the two branches in the beginning of the video. the knob moves them. But they can´t move both at the same time, when only one of them is hit. It takes a little bit of time to assign the oscillation ... i think it is a nice fake...
