This is just a summary of the first few episodes, but this is basically what happens.

Though I know nothing about how the series turns out the whole "Overly perverted" thing is pretty common. Its a plot device so that way come the end of the series when he's grown more reliable the difference is markedly more dramatic than if he was normal. Of course, that's not guaranteed but to everyone talking about how his overt pervetedness is a turn-off while I certainly agree I think its more of device to create the above situation than anything.
