Do you know that as an individual, you get charged 3x (yes, 3 times) as much as a health insurance company gets charged? The only way you can access the discount is through a premium paid to the insurance company. The risk rate you pay however, is based on the full price.  This has lead to huge consolidation. This type of price discrimination is illegal under the 1914 Clayton antitrust act.
